Rice's odd apology for Iraq

"I would give anything to be able to go back [to 2002-03] and to know precisely what we were going to find when we were there [in Iraq]," Condoleeza Rice said. "But that isn't the way that these things work."

Did Condi slip and inadvertently tell the truth?  Did she mean to say what she actually said?  She intimated that the Bush Administration had already decided to invade Iraq, on some pretext another, with or without WMD.  This is exactly what a majority of the world already believes.  I think she should have said: "I would give anything to be able to go back and know precisely what we were going to find there before we decided whether or not to invade Iraq."

As it is, Rice's odd apology only disturbs me, and raises more questions than it answers.
